  1. Put the dried beef in a bowl, cover with hot water, leave for 1 minute and drain well. This takes off some of the salt.

  2. Melt the butter in a medium saucepan over medium heat. Stir in the flour and cook for 1 minute, stirring, without letting it colour.

  3. Add the milk a little at a time, whisking after each addition, until smooth. Bring to a gentle simmer and cook for 5 to 6 minutes, stirring often, until the sauce is thick enough to coat the back of a spoon.
