Some Background
Salt the sauce lightly and the cheese does the rest. Salt the leeks hard and the pie is too much. That is the first thing to know about this one.
Leeks hold a surprising amount of water. Cook them gently in butter for 10 minutes with the lid on, then for 3 minutes without it, so the liquid steams away. A wet filling is the main cause of a pale, soggy base. Stir in the flour, then the milk a little at a time, until you have a thick sauce.
Off the heat, add the cheese and mustard. Leave the filling to cool before it goes into the pastry, or the base turns to paste.
Bake at 200°C for 40 minutes, until the top is deep gold. If your oven runs hot, check at 30 minutes. Put the pie dish on a hot tray to crisp the base. Serve it in thick wedges with something green, as the pie itself is rich and wants a sharp side.
