  1. Heat the oil in a pan over medium heat and cook the onion for 5 minutes. Add the garlic, cumin and chili powder and cook for 1 minute.

  2. Stir in the rice and cook for 2 minutes. Warm the refried beans in a separate pan or the microwave.

  3. Warm the tortillas. Spread a quarter of the beans down the middle of each, then add the rice, salsa and cheese.

  4. Fold in the sides, roll up tightly and toast seam side down in a dry pan for 2 minutes per side.
