  1. Boil the potatoes in salted water for 15 minutes, until tender. Drain well, return to the pan for 1 minute to dry, and mash until smooth. Let cool.

  2. Meanwhile, put the cod in a wide pan, cover with water and bring to a gentle simmer. Poach for 8 minutes, until the fish flakes. Lift out, drain and flake into small pieces with a fork, checking for bones.

  3. Mix the potato, cod, onion, egg, savory, parsley, salt and pepper gently in a bowl, keeping some flakes of fish.

  4. Divide into 8 portions and shape each into a thick patty about 8 cm across. Dust each with flour and set on a plate. Chill for 30 minutes to firm them up.

  5. Heat half of the oil in a large frying pan over medium heat. Fry half the cakes for 4 to 5 minutes per side, until deep golden brown. Repeat with the remaining oil and cakes.

  6. Drain briefly on paper towels and serve hot with lemon wedges and pickled beets or tartar sauce.
