Most home versions come out with the filling squeezing out of the ends, and the fix is to spread a thin layer, leaving a clear border. A pinwheel is a roll, and a roll holds together only if the filling has room to move.
Soften the cream cheese for half an hour so that it spreads easily, and mix it with the chives, a little mustard and salt. Spread it thinly over each tortilla to within 2 cm of the edge, and lay the ham and cheese on top in a single layer. Roll as tightly as you can. A loose roll falls apart when it is cut.
Wrap each roll in cling film and chill it for 30 minutes. This firms up the cream cheese so that it acts like glue, and makes the slicing clean.
Trim the ends, then cut each roll into 2 cm slices with a sharp serrated knife, using a sawing motion. Arrange them cut-side up on a platter.
