Heat the oven to 200°C / 390°F (180°C / 355°F fan). Pat the chicken dry and rub with the salt, paprika and pepper.

Place the thighs skin side down in a large ovenproof pan and set over medium heat. Cook for 7 minutes until the skin is golden. Lift out and pour off all but 1 tablespoon of fat.

Cook the onion and garlic in the pan for 4 minutes. Stir in the rice, then the hot stock, and bring to a boil.

Set the thighs skin side up on the rice and bake uncovered for 30 minutes. Scatter the peas around the pan for the last 5 minutes. Rest for 5 minutes.
What's Going On Here
The rice cooks in the chicken juices, and that is the point of the dish. As the thighs roast on top, the fat runs down through the grains, which pick up the flavour of the skin without any extra work.
Start the skin in a cold pan if you can. Fat renders slowly and the skin crisps rather than burns. Five to seven minutes of searing and the skin is golden and half of the fat is in the pan.
The rice goes in raw with the stock. Rinse it first to remove surface starch so the grains stay separate.
Do not cover the dish. The skin needs dry heat to stay crisp, and the rice cooks fine in the open tray if the stock is hot when it goes in. The rice absorbs the chicken fat and the stock, so it is richer than plain boiled rice, and any left in the pan makes a very good lunch the next day. Use a pan that is safe in the oven and wide enough for the thighs to sit without overlapping.
