For the sauce, heat the tablespoon of oil in a saucepan over medium heat. Add the 250 g of mince and the finely chopped onion and cook for 8 minutes, breaking up the meat, until browned and very fine. Stir in the garlic, tomato paste and spices and cook for 1 minute.

Add the stock, vinegar and half the salt. Simmer for 30 minutes, stirring often, until the sauce is thick but still pourable. Keep it warm.

Cook the macaroni in salted boiling water for 9 minutes, drain and rinse under cold water. Mix the mayonnaise, mustard, vinegar, sugar and remaining salt in a bowl, fold in the macaroni and celery and chill.

Boil the potatoes in salted water for 6 minutes and drain well. Heat the 2 tablespoons of oil in a large frying pan over medium-high heat, add the potatoes and sliced onion and fry for 15 minutes, turning, until crisp and golden. Sprinkle with the paprika and salt.
